The main cause of this break-down is a radical shift in attitudes. Thirty years ago, if a crime was committed, society was considered the victim. 那天，媽媽讓我去郵局寄個東西。我下了樓，在路上看見一個差不多比我大五六歲的小姐姐在草坪上撿著垃圾，有空瓶子、果皮、煙頭、餐巾紙等等。我看那位小姐姐并沒有穿著清潔工作服，手臂上也沒有套什么標志，于是感到十分好奇，忍不住上前詢問：小姐姐，你為什么要撿垃圾呢，又沒有人要求你這么做。
小姐姐微微笑著告訴我，的確沒有人要求她這么做，這是她自愿的。這片草坪原先很美麗，可人們卻總是會扔些垃圾，眼看草坪就快被垃圾埋沒了，她不能就這么坐視不管，她要行動起來，要清理這片草坪，要保護這片草坪

許多人認為，只要管好自己和自己社交圈子里的事就好了，何必要在乎社會上的其他陌生人？其實這種觀點是很狹隘的，因為社會不單單是無數(shù)個獨立個體的集合，更是一個不可分割的整體。沒有人可以獨立生存，而社會責(zé)任感就決定了一個人的幸福感。
公民幸福指數(shù)高達82%的加拿大，就是一個社會責(zé)任感很強的國度。在其他歐美國家都想方設(shè)法禁止流浪者在街頭睡覺時，加拿大的街頭上隨處可見流浪漢休息的長椅、帳篷，也有很多社會福利機構(gòu)會專門為無家可歸的人提供衣食住宿和醫(yī)療服務(wù)。我想，可能正是這種良好的社會責(zé)任感才使得加拿大同時也成為了全球犯罪率最低的'國家吧？
